The Humane Society of Memphis & Shelby County has one cruelty investigator who has the legal authority to enforce state-level animal cruelty laws. He is not able to enforce city ordinances, such as spay/neuter.
HSMSC’s investigator responds to calls for service across the 21 patrol districts and precincts in Memphis and Shelby County, and routinely covers over 100 miles each day responding to a variety of different complaints. Under Tennessee law, the cruelty investigator has full police powers to make arrests for crimes against non-livestock animals in Shelby County.
