HSMSC saves animals from suffering
with our cruelty investigation
and prosecution program.

Report Cruelty

The Humane Society of Memphis & Shelby County normally has one cruelty investigator on staff. Currently, this position is open. The Humane Society does not enforce city ordinances, such as spay/neuter.  We work with government funded shelters and the Shelby County Sheriff’s office to enforce city ordinances. 

Because we focus on felony cases and cannot issue city ordinances, all calls from the public regarding lack of food, water, shelter, at large dogs, or unaltered dogs are outsourced to government agencies. Until this position is filled, these organizations are helping us with investigating cruelty charges.

When filled, the HSMSC’s cruelty investigator responds to calls for service across the 21 patrol districts and precincts in Memphis and Shelby County, and routinely covers over 100 miles each day responding to a variety of different complaints.
